School Pipeline Safety
The Association has collaborated with the Smalley Foundation to create the School Pipeline Safety Program. The initial outreach efforts are intended to increase pipeline safety awareness and knowledge among school officials. Phase One of the program is now substantially complete and Phase Two is in progress.
Program Goals:
- To provide pipeline safety information to schools that would be directly impacted by a pipeline incident.
- To provide specific pipeline safety information to school administrators and appropriate school faculty.
- To provide general pipeline safety educational materials for all faculty and students at affected schools.
- To provide training and guidance for industry personnel communicating with schools about pipeline safety
Program Phases:
Phase 1: Conceptual stage
- Conceptualize and write an initial program overview
- Prepare initial school communication
- Create school survey instrument
Phase 2: Development and implementation stage.
- Compile relevant school location and pipeline hazard information
- Contact school officials at State and District levels
- Develop hazard assessment guidelines
- Communicate emergency preparedness information to individual schools
- Target completion date for initial communications - December 31, 2006
Phase 3: Assessment and Refinement Stage.
- Design level-specific programs based on school needs and feedback
- Deliver additional information and new programs to the schools
- Follow up and adjust programs as necessary
- Completion – this phase will be perpetual
Overall Strategy and Desired Results:
Implementation of Phases 1, 2, and 3 will involve a serious dedication of time and effort. However, a methodical and deliberate approach is preferable. Taking the time to properly assess the needs of our targeted audience is invaluable and will result in the most efficient and productive pipeline safety program for our schools. When school officials have been adequately informed about pipeline safety, they will have a better understanding of how to safely live, work, and play around our nations pipeline infrastructure.
Specific Program Activities
- Acquire school location and pipeline hazard information from pipeline members. Schools located in High Consequence Areas are the first priority. After these are addressed, all schools located within one quarter mile of a pipeline should be included.
- Finalize and prepare “School Pipeline Safety Guidelines” brochure. This brochure is intended to provide general pipeline safety information to school officials.
- Contact appropriate State Education Departments or agencies:
- Identify and inform the appropriate agency contact about our project,
- Inform them of the schools which have been identified,
- Determine the school district contacts for these schools.
- Contact appropriate District level personnel:
- Contact the District Superintendent and identify the appropriate district contact for our purposes. This will vary from district to district. For example, it could be the Assistant Superintendent for Staff Development or perhaps the Director of Safety and Compliance.
- The Superintendent should also identify the District Transportation Director. This is necessary for school bus driver outreach.
- Identify appropriate contact personnel at the individual schools.
- Direct mail general information packet to school officials (all levels).
- Conduct meetings with selected personnel at the State and District levels.
- Develop technical guidelines for non-HCA or medium hazard locations. This will provide emergency response recommendations for less critical situations.
- Evaluate program effectiveness and develop improvements.
Dues
Program dues are $500 per school, per year. Members will be invoiced by mid February.

Companies interested in participating should indicate their intention to do so by sending an email to info@pipelinawareness.org. Members will be requested to fill out and submit a completed School Information Form for each school they sponsor by February 1.
